Invitation to Tender for Provision of Computers, Monitors and Projectors for use in Government Schools (Ref: Ctc\Meh\ Ict004-2006/7)

The Ministry of Education, Training, Employment, Youth, Sports and Culture invites the submission of tenders from interested parties for the provision of Computers, Monitors and Projectors for use in Government schools. Each component of this tender will be evaluated separately.
Vendors can bid on some or all of the following items. The equipment required is as follows:
225 Desktop PC’s with the following standard specifications:
- AMD or Intel Core 2 Duo Processor
- 2 GB Memory
- 80GB Hard Drive (SATA) or better
- DVD/CDRW
- 10/100/1000 Gigabit Wired Ethernet
- USD (Ultra Slim Desktop), USF (Ultra Small Form Factor) with integrated monitor stand or equivalent (ability to mount PC vertically behind LCD monitor on a single stand supporting both the monitor and PC preferred)
- Windows Vista Business
- 17” LCD (flat screen) monitor
- 3 year warranty
187 Notebook PC’s with the following standard specifications:
- AMD or Intel Core 2 Duo Processor
- 1 GB Memory
- 60GB Hard Drive or better
- DVD/CDRW optical drive
- 10/100/1000 Gigabit Wired Ethernet
- 802.11g integrated wireless card
- Windows Vista Business
- 14.1” display (widescreen) or better
- 3 year warranty
- Shock-resistant tehnology
60 projectors with the following standard specifications:
- 1700 max ANSI lumens or better
- SVGA 800 x 600 or better
25 LCD monitors with the following minimum specifications:
- 19” display

The contract will be awarded in a timely manner so that the order can be placed as soon as possible.
The criteria to be used in evaluating the tender will include:
- Price of Equipment – (Weighting: 30%)
- Warranty – (Weighting: 30%)
- Experience and Stability of Company – (Weighting: 10%)
- Timing – (Weighting: 20%)
- Imaging Price and Proposal for PC’s – (Weighting: 10%)
Three copies of completed documents must be returned (details below) in a sealed envelope clearly marked with ‘Tender for Provision of Computers, Monitors and Projectors for Use in Government Schools’ on or before 12:00 p.m. on Friday, June 8, 2007.
The CIG shall not be bound to assign any reason for not accepting any tender and will not defray anycost incurred by applicants.
Companies or individuals tendering must be in compliance with all applicable local laws including business registrations, pension and other labour regulations and any other applicable regulations.
Overseas bidders are reminded that the bids should be inclusive of all costs necessary for them to conduct business in the Cayman Islands including obtaining, where necessary, trade and business licenses, work permits, travel and living expenses where applicable. This list is not exhaustive and it is the bidder’s responsibility to determine the costs and other logistics required to conduct business in the Cayman Islands to deliver the products and services associated with this tender.

Clarifications regarding CTC/MEH/ICT004-2006/7:
- Q. What operating system is requested for all workstations (desktops and laptops)?
A. The Ministry of Education, Training, Employment, Youth Sports and Culture (MOE) is requesting Windows Vista Business.
- Q. Are vendors required to use a sealed envelope from the MOE or pick up documents at the Ministry?
A. No, all relevant documents can be downloaded at http://www.brighterfutures.gov.ky/tenders. The tenders should be returned in a sealed envelope clearly marked "Tender Document – Ref: CTC ⁄ MEH ⁄ ICT004-2006 ⁄ 7 addressed to: Secretary, Central Tenders Committee, Treasury Department, Ground Floor, Government Administration Building, Elgin Avenue, George Town, GRAND CAYMAN, KY1-9000, Cayman Islands. - Q. What is the current brand standard for the ministry for desktops, laptops, and projectors for this type of end user?
A. The current installed base includes IBM Pentium 4, R40 and T43 Thinkpads, Dell Optiplex GX520 desktops and HPnc6400 laptops. The standard projector is the InFocus IN24
- Q. Are the DVD's in all systems to be read only as specified?
A. Yes, however if a vendor chooses to enter a bid with alternate specification they may do so if their desire. However the tender will be evaluated based on the minimum standard and enhanced features will not attract any additional points.
- Q. Is it acceptable to quote more than one system or product solution in each category? This is to allow us to stay in harmony with the value strategy statement.
A Quoting for more than one system or product solution is acceptable as long as minimum requirements are met.
- Q. When will the system image be made available to the successful vendor(s)? Will the ministry be providing Ghost licenses to comply with the imaging tasks or should the vendor include this as a cost?
A. The image will be made available as soon as possible after the Central Tender's committee awards the contract. The vendor should include imaging license fees in their costs.
- Q. What kind of software is going to be installed? Is this software new and will be bought from us or is it software that the end user already has? How many units are going to be in software configuration?
A. The Ministry has a standard image (approximately 10 GB) which must be installed on both the notebooks and desktops computers. Vendors should indicate the cost of installing the image at the time of manufacture or prior to rolling out the equipment to the schools (all software is already licensed and owned by the ministry).
- Q. Will the image require prior knowledge of the hardware driver specifications (hence replacing the standard manufacture's o/s image) or will the image be installed after o/s boot ?
A. The Ministry currently has an XP Pro image that has successfully been installed on IBM and HP Laptops. The Ministry will work with the successful vendor to provide the image with all necessary drivers before it is implemented on all the workstations. This image will replace the standard manufacturer's o/s image.
- Q. Do you want the delivery to be via air shipment or ocean container?
A. The MOE would prefer a delivery time of 3 to 4 weeks - form of delivery is not a consideration.
- Q. Do you want all products to be delivered in one shipment or are partials allowed for per a forth-coming rollout schedule?
A. The MOE would prefer delivery in one shipment. The vendor will not be penalized for multiple shipments once the vendor can meet the overall delivery schedule.
- Q. Why do you not specify a minimum processor speed on the tender document?
A. The minimum standard of Intel Core 2 Duo Processor will suffice.
Instructions to Tenderers
- The date, time and place for the return of tenders are entered on the Checklist for Tender Submission form. The Authority does not undertake to consider tenders not received on time.
- It is important that you use the enclosed addressed envelope when returning your tender to: Secretary, Central Tenders Committee, Treasury Department, Ground Floor, Government Administration Building, Elgin Avenue, George Town, GRAND CAYMAN, KY1-9000, Cayman Islands.
- Tenders will not be considered if all the required tender documents are not completed, signed (where necessary) and returned by the due time. The required documents to be submitted are the Checklist for Tender Submission form, and a typed detailed description of experience in providing the specified equipment with accompanying detailed costs and date of delivery.
- The Authority, in accordance with seeking value for money, does not undertake to accept the lowest tender.
- The Authority is not liable for any expense whatsoever incurred by bidders, their agents, representatives, sub-contractors or suppliers in the preparation of the Tender and any other costs entailed whatsoever in negotiations in acceptance of the tender or otherwise.
