Invitation to Tender for the Re-Surfacing Sports Centre Track

Project Scope

On Behalf of the Cayman Islands Government (CIG), the Ministry of Education, Training, Employment, Youth, Sports & Culture invites tenders from eligible contractors/ suppliers for the supply, installation and certification of the existing track resurfacing at the Truman Bodden Sports Centre.

Description of Services

The proposed works includes the procurement of surfacing for one four hundred meter track, including long jump, triple jump, high jump, discus, hammer throw, javelin, steeple chase, pole vault etc and other areas that will be defined in the full scope of works. The existing track is to be resurfaced and modified to meet I.A.A.F class 2 certification. This may include the removal of the existing Track surface and installation of Class 2 materials to all track and field events surfaces

The successful bidder is responsible for acquiring the full class 2 International Amateur Athletic Federation (I.A.A.F) certification from that certification body for the newly renovated Track and associated facilities.

A full scope of works will be contained in the tender documentation package.

Eligibility for Tender

Interested firms will need to meet the following eligibility criteria in order to be considered and evaluated.

  1. Have completed at least three four hundred meter tracks surfacing projects within the last five years.
  2. Proven ability to acquire International Amateur Athletic Federation class 2 certification.
  3. Ability to acquire professional indemnity insurance to a minimum value of CI $1,000,000.00
  4. Companies or individuals tendering must comply with all applicable local laws including business registrations, pensions and other labor regulations and any other applicable regulations.
  5. Overseas tenderers are reminded that the bids should be inclusive of all cost necessary for them to conduct business in the Cayman Islands.

Brief Scope

The Proposed works includes the procurement of surfacing for the four hundred meter track at The TBSC, including long jump, triple jump ,high jump, discus and hammer throw (using same box) Javelin, shot-put, steeplechase, pole vault and marking for all track events for a “Class 2 IAAF certification”.

The successful Bidder is responsible for acquiring on behalf of the Ministry Full class 2 certification from International Amateur Athletic Federation (IAAF) for the newly renovated Track and associated facilities.

The Project is scheduled to commence in July 2007 and shall be completed not later than October 2007

The successful bidder will also be required to adhere to following;

  1. The contractor is solely responsible for all materials and labour necessary for the completion of the works.
  2. The contractor is responsible for periodic cleaning of the site during the construction process and removal of all construction associated materials and debris at all times necessary, during and at the end of the construction period.
  3. The contractor is responsible for ensuring that all safety measures are adhere to on site during the construction process, including the safety of all workmen along with the security of the site.
  4. Stockpiled materials and construction equipment used for the project shall be suitably contained or stored in the specified locations only, and store in a way not to impede, harm or do damage to pedestrian/vehicular traffic, adjacent properties or the surrounding environs.
  5. The contractor shall be responsible for the deployment of personnel to regulate construction traffic entering and exiting the site at all times and provide a Traffic Management Plan that meets all regulatory traffic laws.
  6. The contractor is required to ensure that measures are put in place to mitigate against all potential social and environmental impacts that can arise as a result of the use of equipment and machinery associated with the implementation of the Project.

Please Note

The contractor shall be deemed to have examined the drawings, conditions of contract and to have acquainted himself with the detailed descriptions of the works to be done and the way in which they are to be carried out.

The contractor shall be deemed to have visited the site before preparing his tender and to have examined for himself the conditions under which the works will proceed and all other matters affecting the carrying out of the work and cost thereof.

Further Information

All bidders are requested to submit any question they may have 10 business days prior to the tender return date. These question and there answers will be posted on our website 5 business days prior to the tender return date.

Late tenders will not be accepted, CIG will not defray any cost incurred by tenderers. The Cayman Islands government shall not be bound to assign any reason for not accepting any tender.

 

Answers to questions from bidders on Tender for resurfacing of track and field surfaces at Truman Bodden Sports Centre.

The running track only states that it is 400 meters, a total square footage of surface area would help. Again a drawing would be an asset to a bidder.
The track is 400 meters and consists of 8 lanes. A drawing of the Track can be collected from the Ministry of Education, Training, Employment, Youth, Sports and Culture, located on the 3rd Floor, Royal Plaza, Cardinall Avenue.
The invitation to tender states that the following documents are included with the invitation. I cannot find (or they are incomplete) a) Bills of quantities: b) Abstract of Particulars: c) Acknowledgement of Receipt of Tender Documents, d) the required tender return envelope.
The Bills of Quantities, Abstract of Particulars and Acknowledgement of Receipt of Tender Documents (items 4, 5, & 6) should be deleted from the Invitation to Tenders.
