FOI Unit
Freedom of Information Unit
The purpose of the Freedom of Information Unit is to promote open government. In doing so the Unit will be responsible for:
- coordinating implementation of the law in the public sector
- developing FOI regulations , policies, guidelines and procedures
- monitoring implementation
- promoting best practices
- training civil servants
- assisting in the delivery of FOI public education campaigns
Coordinator Carole D. A. Excell
In May 2007 the Cabinet Office appointed Mrs Carole Excell as Coordinator of Government’s Freedom of Information Unit (FOI).
Mrs Excell, an attorney-at-law, was employed by the Jamaica Field Office of the Carter Center, supporting the implementation of the Jamaican Access to Information Act. She worked with Government, media and civil society to ensure effective implementation of the Law. She has trained Permanent Secretaries, Government Information Officers, legal officers, journalists and representatives from civil society in the skills necessary to help ensure a successful start to FOI in Jamaica.
Named after former United States President Jimmy Carter, the Carter Center is an international non-governmental organisation promoting human rights and sees implementation of public access to information laws as a pillar of such rights.
Following her work with the Carter Center, Mrs Excell took up appointment as mediation manager with another NGO in Jamaica, the Dispute Resolution Foundation.
Mrs Excell has a bachelor’s degree in law from the University of the West Indies and a master’s degree in Environmental Law from the University of Aberdeen, Scotland.
