You are invited by the Ministry of Education, Training, Employment, Youth, Sports & Culture of the Cayman Islands (hereinafter called the “Ministry” ) to submit a Technical Proposal and a Fee Proposal on a competitive basis, for Quantity Surveying Services for the above mentioned project.

1.0 Project Outline:

  • The Ministry intends to construct a New 60,000 square foot primary school in George Town, Grand Cayman.
  • The budget for construction, furniture and equipment is in the region of CI$17million. A more precise budget will be established as designs and drawings are developed by the Architect and reviewed by the Ministry’s Quantity Surveyor.
  • A summary of the services the Quantity Surveyor will be required to provide is as follows:

PART 1- DESIGN

  • Schematic Design-
  • Meetings with successful AE Team, the Ministry and Project Manager
  • Attend Charrettes
  • Prepare and Submit Project and Construction Budgets
  • Design Development-
  • Meetings with successful AE Team, the Ministry and Project Manager
  • Prepare and Submit Project and Construction Budgets
  • Construction Documents
  • Meetings with successful AE Team, the Ministry and Project Manager
  • Prepare and Submit Project and Construction Budgets
  • Construction Contract Tendering
  • Price Proposal-Provide Schedule of Values and Rates for Tender Package
  • Assist in Preparation of Technical Proposal Requirements including Criteria and Assessment System.
  • Assist in Assessment of Contractors Price and Technical Proposals.
  • Assist in preparation of Bid Report to CTC
  • Prepare Draft Cash Flow Schedule for the Ministry’s Financial Planning

PART 2- CONSTRUCTION (Proposed Construction Period-18 Months)

  • Contract Administration-
  • Review of Contractors’ Valuations and Certificates of Payment (Monthly)
  • Prepare Cost Report for Project Managers Monthly Report to the Ministry
  • Review and advise on Contractors Cost Time Claims and Change Orders
  • Final Account - Review Contractors Final Account and assist in preparation of Project Managers final report to the Ministry.

Project Management Services: Project Management on a time basis – scope to be defined

2.0 Technical Proposal

  • Qualifications: Provide a narrative description of the background, organization and relevant experience of the consultant firm to demonstrate its ability to undertake this project (2 pages of 8.5”x11” maximum). Identify in the narrative any specific experience in School Facilities.
  • Project Experience: Be sure to outline experience of this Project Type and the Consultants experience in the anticipated Project Cost Range in the narrative.
  • Project Team, Personnel & Organization: The proposal shall include curriculum vitae and relevant experience of the staff who will be assigned to this project for Quantity Surveying and Project Management Services. Back-up personnel at appropriate organizational levels shall also be identified in a similar manner. Ensure the CV identifies the relevant experience and expertise of each team member.
  • Provide a statement confirming the firm’s current workload and capacity to handle this project.
  • Professional Indemnity: Submit proof of professional indemnity insurance in the amount of CI$1,000,000.

3.0 Fee Proposal

  • The Consultant Surveyor shall fill out, sign, and submit the attached Fee Proposal Tender Form.
  • All costs shall be identified in Cayman Islands Dollars (CI$).

5.0 Instruction to Bidders

  • All proposals shall be firm offers and binding for a minimum period of 60 calendar days following the last day to accept proposals.
  • All proposals are confidential and will be treated as such. All information outlined in this Request for Proposal must be held in confidence by the firm submitting proposals.
  • The Cayman Islands Government shall not be liable for any of the costs of preparation or presentation of proposals.
  • The proposals submitted by the proponents will be the property of the Cayman Islands Government and will not be returned.
  • Adjustments to proposals by telephone, facsimile, telegram or letter will not be considered. Should a Consultant wish to alter his proposal, he must withdraw it by letter and submit a new proposal which must be received prior to the closing date and time set out in the Proposal Call.
  • All conditions and provisions of this Proposal Call are deemed to be accepted by the Consultant and incorporated by reference in his proposal.
  • The Consultant may be requested to make presentation(s) and be interviewed prior to a final selection. Proponents shall have their team members present at the interview(s). If held, interviews will take place in George Town, Grand Cayman. All costs related to attending an interview will be the responsibility of the Consultant.
  • Proposal evaluation will be based on the information submitted by the Consultant as itemized at items 2 and 3 above, based on the Selection Criteria and Assessment System set out at Attachment d.
  • The successful Consultant will be notified by telephone or e mail, whereupon the Consultant will be required to sign a Contract with the Cayman Islands Government within 30 days, consistent with the terms of the bid. This Proposal Call shall apply to and form part of the Contract.
  • Unsuccessful Consultants will be e mailed notification after the completion of the evaluations and award of the Contract to the successful Consultant.
  • The appointed Consultant will be required to enter into an agreement based upon the sample Contract Agreement attached to this Proposal Call.

6.0 Return of Proposals:

Proposals shall be submitted as follows:

Three signed copies of your Proposal are to be submitted in a sealed envelope (with your firm’s name on it) no later than 10:00 AM, 14December 2007:

7.0 Generally:

The Ministry does not bind itself to accept the lowest, nor any proposal.
